My Lord,

With reference to Your Lordship's telegram

of the 20th September, 1920, I have the honour to inform you that I have appointed Mr. Welter John Eeston Mackenzie, M.O., M.R.C.V.S., to be Coloniel Veterinary Surgeon under the Sanitary Department in this Colony in succession to Mr. Adam Gibson retired.

I enclose a copy of Mr. Mackenzie's letter of application giving particulars of his qualifications and experience to which must now be added a valuable asset in respect of his knowledge of Chinese ways and local conditions. He would appear to be in every way suitable for the appointment.
